Just think about this for a second. There is a thread suggesting that a 35% shooter would be better suited to shooting than point guard. What does that say about his ability at the point :)

 He does have a knack for making some good plays down the stretch.  Confidence can be a good and bad thing with Phil.

Of course he has low turnover numbers-his dribbling in circles makes his defender too dizzy to steal the ball! :)
