Boothe's by a mile. Boothe took a good four steps and, most imortantly, gained an advantage. The ref was counting for a five second there and looking for contact, so the shuffle of the pivot is much more understandable. The Duke player did not gain an advantage.
All the ref had to do in Boothe's case was look for a travel or a possible charge/block situation.
