If this had any chance of being enforced I could see a few HCs out there hiring assistant coaches just to twitter recruits not going to their school  to get those schools in trouble.  I think the position would be called Assistant Coach of Dirty Twitter Tricks.  Why do Ucon and Baylor come to mind?

I rarely agree with Poison, but I do here.  Anyone over college age should not be tweeting any non-family member/friend teenagers.  It's creepy.
