He can’t. He needed to be invited and to attend the combine in order to return.

That is unless he didn’t actually sign with the agent like he tweeted.

He can hire an agent and come back as long as he requested a draft evaluation.

But since he was not invited to the combine he must decide to come back before the draft.  Only players who are invited to the combine can come back after the draft.

Where did you see this?  I'm not saying you are wrong at all (actually hope you aren't), but I haven't seen this anywhere.  It does make sense.

Here is a summary from Bleacher Report and this is similar to everything I've read thus far:

"Eligibility after the NBA draft

This is another common-sense rule change that the NCAA has made needlessly complex. The easiest solution here would be to say that college players with remaining eligibility can return to school within two weeks of going undrafted. Instead, the NCAA has narrowed the potential pool of players to those who participated in the NBA Draft Combine and given them only four days to decide.

This is a protection for players who have either been fed bad information or made a misinformed decision about their NBA standing. For them, being able to return to college and pursue a degree is a major boon. However, because of the combine condition, only a percentage of the players will benefit."

There’s no way he’s an NBA player now. He should spend the summer working on guard skills and then return to school to show scouts why they should look at him.

He’s a poor man’s Dom Pointer, and Dom still can’t get to the league.

Combine requirement is only for players that stay in draft.  If they go undrafted they can come back. 

Players that hired an agent and were not invited to combine must decide by May 29th to come back.  Here's a couple of articles.

Europe would be just fine, but I don’t think he’s good enough right now.

Simon is still attending class, so the door would be open if what JumpinJohnny posted is correct.
I think Simon would be tremendous in a 40 minutes of hell style of defense.

Would normally agree with that thinking but I don't think the big money would actually be there for him.

That said, I would try to play in in Finland or Sweden to maximize the potential swimsuit model candidates

There is a limit on American players per team.  Lesser talented Europeans fill the teams while US talent is imported in a limited way.   So Albigovic and Bourgault make it over a lesser talented US player like Simon.  Got to take care of the homeboys.

This is correct.  Plus if Simon thinks he can improve his game by staying, thereby generating a bigger contract after next season, it would make sense.  That said, he worked out for the Hawks yesterday and there is no indication yet that he is actually considering this.

Simon probably has gotten as much out of college that he will get. He is destined for a career overseas and may not be good enough for a top Euro division. But there is money to be made in Israel, Czech, Japan, etc. Look at Hardy who is much more accomplished scorer has bounced around. He won't get drafted but I guess can make an impression during a summer league stint to get a developmental deal. I don't think a year under Anderson is going to change much for him but yes him coming back would help SJU immensly.

Justin turned 23 this week. After a prep year at Brewster, 1 at Arizona and 3 here he's ready to make some money and I don't blame him.
