And chose not to let him go or recruit over him for the past two seasons, even though that may have been appropriate.

I've been on Obekpa's bad and attention seeking behavior - the shorts, the dopey grins, the finger wagging, jawing at referees, chippy play, dirty play, attempted murder - for a long while and critical of Lavin's failure to rein him in. I agree that in the long run the buck stops with Lavin and that with Obekpa especially he's done a poor job. But if Obekpa didn't misbehave, there wouldn't be any bad behavior to mitigate.
How do you (royal) allocate blame? You can blame the coach. And his parents. And society of course. Racism it goes without saying. And xenophobia. But people are capable of rising above these things. Some do. Most don't, which is why there are prisons and why there were, in more civilized times, gallows. It's entirely possible that CO is a bit of a sociopath, in which case it's not his fault at all, it's his genes. But I prefer to think that we (royal) have free will, and that with choice comes responsibility and consequences.
